2022-2023 Low-Income Home Water Assistance Program (LIHWAP)
The Low-Income Home Water Assistance Program (LIHWAP) is available to all income eligible households in DeKalb, Gwinnett, Rockdale, Newton, and Walton Counties. This program offers a payment of $200 or $300 once per program year to be applied to your household water or sewage bill. Arrearage assistance may be provided for qualifying households.
When can I apply?
All households may apply beginning November 1, 2022.
Who can apply?
Residents of DeKalb, Gwinnett, Rockdale, Newton, and Walton counties that meet income eligibility guidelines as listed below. Applicants must also be a customer of one of the following vendors: DeKalb County Watershed Management, City of Atlanta, Gwinnett County Water Resources, City of Covington, City of Buford, Newton County Water & Sewage Authority, Rockdale County Water Resources.

Why isn’t my water vendor included on the approved list?
In order to participate in this program, water suppliers must sign a vendor agreement. If your water vendor is not included on the approved list, we encourage you to reach out to them to advocate for the signing of the agreement.
What if I miss my appointment?
If you are more than 30 minutes late, or miss your appointment, you will be required to book a new appointment using our web scheduler.
How long does this process take?
Please allow 6-10 weeks for physical payment to be received. We ask that you continue paying your bill as much as possible during this time to prevent disconnection. If you are facing imminent disconnection, additional measures may be taken for eligible accounts to prevent loss of service.
