2021-2022 Low-Income Home Water Assistance Program (LIHWAP)

The Low-Income Home Water Assistance Program (LIHWAP) is available to all income eligible households in DeKalb, Gwinnett, Rockdale, Newton, and Walton Counties. This program offers a payment of $200 or $300 once per program year to be applied to your household water or sewage bill.

When can I apply?
January 3, 2022, households that contain seniors, age 60+, and households that contain children, ages 5 and younger. Beginning February 1, 2022, all other households may apply.

Who can apply?
Residents of DeKalb, Gwinnett, Rockdale, Newton, and Walton counties that meet income eligibility guidelines as listed below. Applicants must also be a customer of one of the following vendors: DeKalb County Watershed Management, Gwinnett County Water Resources, City of Buford, Newton County Water & Sewage Authority, Rockdale County Water Resources.

Why isn’t my water vendor included on the approved list?
In order to participate in this program, water suppliers must sign a vendor agreement. If your water vendor is not included on the approved list, we encourage you to reach out to them to advocate for the signing of the agreement.

What if I miss my appointment? 
An Intake Worker will attempt to contact you at the time of your scheduled appointment. If this appointment is missed, we will make three additional attempts to contact you. If contact is still not made, the appointment will be cancelled, and you must reschedule a new appointment.

How long does this process take?
Please allow 6-10 weeks for physical payment to be received. We ask that you continue paying your bill as much as possible during this time to prevent disconnection. If you are facing imminent disconnection, additional measures may be taken for eligible accounts to prevent loss of service.

How can I apply? 
While our offices are still closed to the public because of the ongoing threat of the pandemic, PCA is conducting all appointments on the phone to ensure safety for all staff and customers.
