2025-2026 Low-Income Home Energy Assistance Program (LIHEAP) Heating

The Low-Income Home Energy Assistance Program (LIHEAP) for heating is available to all income eligible households in DeKalb, Gwinnett, Rockdale, Newton, and Walton Counties. This program offers a payment once per program year to be applied to your home heating bill.


What has changed about the LIHEAP Application Process?

If you choose to complete your appointment on your own:
You will first complete a registration with PCA. After that, you will be redirected to the State of Georgia website. Once redirected, you must complete a separate registration with the state and submit your LIHEAP application directly through this state system.

Note: You must still schedule an appointment to complete your own application. Applications submitted without a verified appointment will be automatically denied.

If you come in person for your appointment:
PCA staff will complete the application on your behalf during your scheduled appointment.

When can I apply?
Appointments are fully booked at this time. Please check back for updates on availability. Appointments for all other households will be available on February 2, 2026. Please note that walk-ins will not be accepted at any location at this time.

How can I apply?

Appointments are fully booked. If additional appointments become available, you can schedule by clicking the “Book Now” button below. If you prefer to schedule your appointment through a recorded line, please call 470-299-0341. You can also call our contact center at 404-929-2500. Please note that call volumes may be extremely high and result in long wait times.

What accommodations are made for medically homebound individuals?

If you are medically homebound and are unable to leave your home to complete a LIHEAP application or attend an appointment at one of our office locations without assistance, PCA has appointment alternatives that will allow our team to assist you with the application process. To determine if you are eligible for a homebound appointment, please follow the link below.

Who can apply? 
Applicants must be residents of DeKalb, Gwinnett, Rockdale, Newton, and Walton counties who meet income eligibility guidelines listed below. Please note that households are only permitted to receive LIHEAP Heating assistance once per program year. Households with a credit of $1,000 or more on their utility accounts are not eligible for assistance.

What do I need to bring?

To complete an application, you must provide a valid ID, social security cards for all members of the household, proof of income for all household members 18 and over, and a current gas and electric bill. If you are completing your own application, please ensure the images of your documentation are clear. Failure to do so may result in delays or denial of your application.

How long does this process take? 
Please allow 6-10 weeks for physical payment to be received. We ask that you continue paying your bill as much as possible during this time to prevent disconnection. If you are facing imminent disconnection, additional measures may be taken for eligible accounts to prevent loss of service.
