2025-2026 Low-Income Home Energy Assistance Program (LIHEAP) Cooling

The Low-Income Home Energy Assistance Program (LIHEAP) for cooling is available to all income eligible households in DeKalb, Gwinnett, Rockdale, Newton, and Walton Counties. This program offers a payment once per program year to be applied to your home electric bill.

What has changed about the LIHEAP Application Process?

If you choose to complete your appointment on your own:
You will first complete a registration with PCA. After that, you will be redirected to the State of Georgia website. Once redirected, you must complete a separate registration with the state and submit your LIHEAP application directly through this state system. You will have 10 days to complete the application. After 10 days, the link will expire, and incomplete applications will be denied and closed.

Note: You must still schedule an appointment to complete your own application. Applications submitted without a verified appointment will be automatically denied.

If you come in person for your appointment:
PCA staff will complete the application on your behalf during your scheduled appointment.

When can I apply?
Appointments will become available at 7 am on Wednesday, April 1, 2026.

How can I apply?

All eligible households can schedule by clicking the “Book Now” button below. If you prefer to schedule your appointment through a recorded line, please call 470-299-0341. You can also call our contact center at 404-929-2500. Please note that call volumes may be extremely high and result in long wait times. On opening days, the scheduler will not display any available appointments until 7:00 am. Appointments are scheduled on a first-come, first-served basis.

What accommodations are made for medically homebound individuals?

If you are medically homebound and are unable to leave your home to complete a LIHEAP application or attend an appointment at one of our office locations without assistance, PCA has appointment alternatives that will allow our team to assist you with the application process. To determine if you are eligible for a homebound appointment, please follow the link below.

IMPORTANT: Please note the requirements for a homebound appointment before scheduling. This service is dedicated to assisting households that are medically unable to travel to an intake location, households that receive home-health services, or conditions that confine all adults to the home. This is not intended to be used for households that were unable to book a regular appointment on the scheduler. Households that do not meet the criteria will be removed from the homebound list.

Who can apply? 
Applicants must be residents of DeKalb, Gwinnett, Rockdale, Newton, and Walton counties who meet income eligibility guidelines listed below. Please note that households are only permitted to receive LIHEAP Cooling assistance once per program year. If you have received LIHEAP assistance between December and the present day, you will not be eligible for this benefit. Households with a credit of $1,000 or more on their utility accounts are not eligible for assistance.

How long does this process take? 
Please allow 6-10 weeks for physical payment to be received. We ask that you continue paying your bill as much as possible during this time to prevent disconnection. If you are facing imminent disconnection, additional measures may be taken for eligible accounts to prevent loss of service.
