The Department of Human Services (DHS) is nearing the completion of important system upgrades designed to enhance our service delivery of the Low-Income Home Energy Assistance Program (LIHEAP). These updates are vital for sustaining and advancing the quality and efficiency of our services to better serve our region. However, during this transition, some community members may experience brief delays in the processing of the LIHEAP applications.
We sincerely appreciate your understanding and patience as we work through these state system enhancements. We are committed to providing the highest standard of service for our communities and we will be making every effort to minimize any disruptions, ensuring a smooth transition.
Partnership for Community Action, Inc. is not accepting walk-ins at any location at this time. Applications will be accepted by appointment only.
Low-Income Home Energy Assistance Program (LIHEAP) Heating
LIHEAP Heating provides a one-time payment toward your home heating bill to reduce energy burden to income eligible households. This service is available to households within DeKalb, Gwinnett, Rockdale, Newton, and Walton Counties.

LIHEAP Cooling provides a one-time payment toward your home electric bill to reduce energy burden to income eligible households. This service is available to households within DeKalb, Gwinnett, Rockdale, Newton, and Walton Counties.
